What prop, how high is the engine when you experience this?
When the steering was bled was the engine trimmed completely down?
Is there any damage to the skeg?

Rx4 25 prop
Engine is on second hole down on 4-in Atlas jack plate needs to go down two more holes I'm running at five and a half inches now for hole shot string torque is at all heights.
I know I seen him trim it down when he bled it but I don't know if he turned it all the way down

Does your outboard have a trim tab installed on the lower unit just above the propeller? If not it should have one installed. Move the aft trailing edge of the tab to the left slightly (when viewed from behind) and retest. It is unusual for a standard rotation propeller to torque steer to the left unless the trim tab is positioned incorrectly or you are running a counter rotation model on your boat. Either way moving the tabs trailing edge in the direction of the torque steer will nullify the effect at the rpm and trim setting you adjusted it at. The tab is most effective at specific speeds and trim settings and will not cancel torque steer at all speeds.

You state "atlas jack plate needs to go down two more holes" if the engine height is too high the prop could be slipping which would cause the engine to be very difficult to steer left.
