I just replaced the water pump in my 115. I put the lower unit back up and connected the shift rod. It will go into reverse easy but very hard going into forward. I put it in forward then turn prop shaft by hand and I can feel it clunk into gear. As far as I know the rod did not move while I was doing the water pump. Does any one know what this might be? Does it just need a shift rod adjustment

Do Not try to shift without "something" turning.  In this case, you should be turning the prop by hand if you want to check the shifting.

Unless the gears can mesh, you can easily bend the shift shaft.

Phil, are you saying to turn prop by hand while putting into gear? Shifted fine before I dropped lower unit to install water pump and now it doesn't. The shift rod was not turned while working on water pump. Does shift rod height need to be adjusted? What is the height for the rod supposed to be?

Yes.  Which ever way you may be shifting (forward or reverse), those gear teeth need a groove to slip into.  If it's tooth to tooth so to speak, they can't move, and forcing harder will bend that long thin shift shaft.

Shift shaft height should be checked whenever the LU is dropped.  If you know it didn't turn when removing, you should be OK, but always best to double check before re-installing.  Sorry, but not sure on your exact height.  Post Model Number off the motor plate, and someone here may know the exact dimension.  That's while you're waiting for your Service Manual to arrive.  [wink]
