Having glanced through this posts again, are you sure the mechanic tested the valve system with Evinrude Diagnostic tool, and that he read the service manual (5008152) for valve component tests?

If he was a certified ETEC dealer, he should have both above tools, since BRP don't request return of these items when they relinquish a dealership.

My area have a lot of V-4 engines, and I have never had one fail the trigger circuit for the exhaust valve from the EMM.

One hour drive would hardly take you from Sydney CBD to Huey's shop, or here in the capital city, from my shop to the nearest Ford dealer takes 40 minutes. Population 390 000.

Having spoken to the mechanic again, yes he did the test as per the manual and after replacing the relay and the actuator and still no joy he again consulted the manuals and had a phone discussion with a current ETEC service agent, who supplied the parts used to try.

I love my 115DSLSUC and it has never left me stranded (Touch wood). I have been able to deal with various issues for the past 700 hours purely because of the information and advice provided on this site.
My engine is currently off the boat. Before removal I suspected the exhaust valve wasn't operating and assumed jammed. On inspection the valve swung perfectly.
Tested with software and no actuator movement. A faint click from the relay when starting test but no click when software said 'returning to (low??) speed'.
I have a road accident damaged parts motor. I tested with the spare relay and actuator. All combinations of parts was same result.
Sorry can't provide more info yet. I did not have time to run through more tests.
BUT a click in the relay tells me my 'computy' is probably fine. It seems common for people at the limit of there knowledge to blame the computer.
Get it to an expert.

Just occurred to me, I used to have an older LP XP. This LP would not activate the valve.

The newer LP Windows 7 never had any problems.
